He was born on May 29, 1947, to Roscoe and Dorothy (Chesney) Noyes. Spencer attended Woodsville schools and was a member of the Woodsville High School Class of 1966. Following graduation, he enlisted in the United States Air Force.
Spencer married Dianne Willey on January 4, 1969. While stationed at Castle Air Force Base in Merced County, California, their oldest daughter was born. Spencer and Dianne returned to New Hampshire in September 1970.
After completing his active-duty service, Spencer enlisted in the Air National Guard Reserve and retired from the reserves in 1994. He was employed by the New Hampshire Department of Transportation for 25 years and retired in 2007.
Spencer loved fishing and hunting. He could often be found fishing at French Pond, Oliverian Pond, or Long Pond, as well as along the Connecticut River in Woodsville and at the Narrows. He greatly enjoyed spending time with his family and, after retirement, spent winters in California to escape the cold New Hampshire weather.
While in high school, Spencer participated in school sports and continued to enjoy Woodsville High School athletics when his daughters and grandson played. Later in life, while in California and unable to attend games in person, he followed them online through the Northeast Sports Network.
Spencer was a past member of the Woodsville Fire Department and enjoyed volunteering at the North Haverhill Fair in the horse-pulling ring. In 2021, he received the Volunteer of the Year award.
After retiring from the New Hampshire Department of Transportation, Spencer kept busy by driving vehicles for Walker Motors, transporting cars between dealerships and auctions.
Spencer was predeceased by his parents and his brother, Arthur E. Noyes. He is survived by his wife of nearly 57 years, Dianne (Willey) Noyes; his three daughters and their families: Tracey Eldridge and her husband Matthew, Lorie-Ann Noyes and Shawn Bigelow, and Adrienne Smith and her husband Michael.
